Depending on your situation
Proof of lawful stay in the country where the application is submitted, for a person who does not have its nationalityConditions and details
The person applying for the visa in a country of which he or she is not a national attaches proof of his or her lawful status in that country. The questionnaire does not compare nationality with the country of submission: the condition must be verified by the applicant.Travel medical insurance of at least 30 000 euros, valid for the entire stay in the Member States, unless an exemption appliesConditions and details
The insurance must be valid throughout the territory of the Member States and cover the entire planned duration of the stay or transit: it covers the period of actual stay, and not the period of validity of the visa. It covers the costs of possible repatriation for medical reasons, urgent medical assistance and/or urgent hospital care, for an amount of at least 30 000 euros. Notably exempt are holders of diplomatic passports and family members of citizens of the EU, the EEA and Switzerland.Multiple-entry visa: signed and dated declaration on the travel medical insurance for subsequent journeysConditions and details
If a multiple-entry visa is granted, the applicant submits a signed and dated declaration by which he or she attests to knowing that he or she must have travel medical insurance valid for each subsequent journey.- Hotel stay: hotel reservationThe list of documents requires a hotel reservation where it applies or, failing that, a declaration of sponsorship (“termo de responsabilidade”).
Accommodation with a private individual: declaration of sponsorship (“termo de responsabilidade”)Conditions and details
Failing a hotel reservation, the list accepts a declaration of sponsorship. If the hosting is provided by a family member, proof of the family relationship is required and proof of the housing conditions may be required. If the person signing the declaration does not have Portuguese nationality, he or she proves his or her lawful status in Portugal.Fingerprints and photograph at submission: possible reuse of data less than 59 months old and specified exemptionsConditions and details
On the first admissible application, the applicant appears in person for the recording of the ten fingerprints and the photograph at the consular post. If data have already been collected for a visa application less than 59 months earlier, they may be reused. The portal provides for an exemption for persons unable to provide their fingerprints, including in the event of temporary or permanent incapacity. Have the consulate confirm the arrangements for collection and reuse applicable to the file.
Official fees
- Schengen short-stay visa — general fee 90 €
Steps
- Choose the Schengen short-stay visa, intended for stays of 90 days or less per 180-day period, in particular for tourism.
- Identify, on the "Onde deve solicitar visto" page, the Portuguese consular post, the representation of another Schengen State or the external provider that receives applications in the country concerned.
- Fill in and sign the application form, then gather the documents on the "Schengen para efeitos de curta duração" list.
- Submit the originals and their copies to the competent consulate. An appointment may be required; as a general rule it must take place within two weeks of the request, with exceptions in urgent cases.
- Follow the consulate's instructions for personal presence and biometric data: data less than 59 months old may be reused and a waiver applies where it is impossible to provide fingerprints.
- Pay the applicable fees, unless exempt. Their payment covers the processing of the application and does not guarantee that the visa will be issued.
- Wait for the decision: 15 calendar days from the submission of an admissible application, up to 45 days in certain cases, and 7 additional days when the application is subject to prior consultation.
- When collecting the passport, always check the entries on the visa sticker.
Where to apply
- Portuguese consular post (embassy or consulate) competent according to nationality and country of residence
- External service provider (VFS, BLS or TLS contact depending on the country) that receives applications for the consular post
- Embassy or consulate of another Schengen State that represents Portugal in certain countries
- E-Visa portal of the Ministry of Foreign Affairs: single registration, online form and appointment; the application is only formalized when the file is submitted at the consular post
Good to know
Submission periodConditions and details
The application may be submitted at the earliest six months before the start of the planned visit and, as a general rule, at the latest 15 calendar days before. In duly justified individual cases, a later submission may be authorised.Means of subsistence in PortugalConditions and details
To enter and stay in Portugal with a Schengen visa, the traveller must have, or be able to legally acquire, the equivalent of 75 euros per entry and 40 euros per day of stay. Alternatively, he or she may present a declaration of sponsorship (“termo de responsabilidade”) signed by a Portuguese national or by a foreigner in lawful residence. The order also provides that these amounts may be waived if the traveller proves that his or her accommodation and meals are assured during the stay. The visa does not constitute a right of entryConditions and details
A short-stay visa only allows a person to appear at a border crossing point and to request entry there. At the border, additional documents may be requested: means covering the stay and the return, accommodation conditions, invitation letter or declaration of sponsorship, valid travel medical insurance. Bring copies of the documents submitted with the application.Harmonised lists of documentsConditions and details
In countries where a harmonised list of documents has been adopted (for example Morocco, Algeria, Tunisia, Egypt, India, China or Brazil), consult that list before submission so that no document is missing.Non-refundable fees and particular amountsConditions and details
The fees remunerate solely the processing of the application and are not refunded in the event of refusal. Certain nationalities pay a different amount, under European Union facilitation agreements or a Council implementing decision, and certain categories are exempt from them: pupils, students and teachers travelling for study or training, researchers, family members of citizens of the EU, the EEA, Switzerland or the United Kingdom (withdrawal agreement), among others. The fees may be collected in euros or in the currency of the country of submission.Service provider's service feesConditions and details
The external service provider may collect service fees, in principle at most half of the fees. By way of derogation, they may reach 80 euros in countries where Portugal does not have a consulate receiving applications and is not represented by another Member State, and 120 euros at most in exceptional circumstances.Refusal and appealsConditions and details
A refusal may be contested under Portuguese law: complaint to the author of the decision within 15 days, hierarchical appeal to the member of the Government responsible for Foreign Affairs within three months, submitted at the consular post, or action before the Lisbon administrative circle court within three months. The processing of each administrative appeal costs 75 euros.Schengen areaConditions and details
The Schengen area comprises 29 countries: Austria, Germany, Belgium, Bulgaria, Czechia, Croatia, Denmark, Slovakia, Slovenia, Spain, Estonia, Finland, France, Greece, Hungary, Iceland, Italy, Latvia, Lithuania, Liechtenstein, Luxembourg, Malta, Norway, Netherlands, Poland, Portugal, Romania, Sweden and Switzerland.Counting the days of stayConditions and details
The short-stay visa may be valid for at most 90 days per 180-day period, for one or more entries. To count the days already spent in the Schengen area, the portal refers to the European Commission's short-stay calculator, on the EES portal.Passport issued less than 10 years agoConditions and details
For a short stay, Union law requires a travel document valid for at least three months after the planned date of departure from the territory of the Member States and issued in the previous ten years. At the border, the three-month validity requirement may be waived in a justified emergency; this does not constitute a general waiver of the consular list.
